MPA, EMA appoint Keppel for ammonia energy project

The Energy Market Authority (EMA) and the Maritime and Port Authority (MPA) of Singapore have appointed a consortium led by Keppel Ltd to carry out the next phase of a project exploring low- or zero-carbon ammonia for power generation and bunkering on Jurong Island.

In this phase, Keppel and its partners will undertake a Front-End Engineering Design (FEED) study for power generation.


Sumitomo Corporation, Keppel’s bunkering partner, will lead a separate FEED study focused on bunkering infrastructure.


The project has not yet reached Final Investment Decision. Pending outcomes from the FEED studies, the consortium aims to develop an end-to-end solution to (i) generate 55–65 megawatts (MW) of electricity from imported low or zero-carbon ammonia using a Combined Cycle Gas Turbine, and (ii) enable ammonia bunkering at a minimum capacity of 100,000 tonnes per year.


Given the emerging nature of ammonia as a marine fuel and power source, the Government will work with Keppel to ensure safety and operational viability.


The consortium was selected from six shortlisted in 2023 through a restricted Request for Proposal process that followed a 2022 Expression of Interest.


This initiative forms part of Singapore’s National Hydrogen Strategy, launched in 2022, which supports the use of hydrogen and its carriers such as ammonia in decarbonisation.


In March, MPA and the Port of Rotterdam signed an agreement to expand their collaboration on the Rotterdam-Singapore Green and Digital Shipping Corridor.
